Delhi Pollution Control Committee (DPCC)
The Delhi Pollution Control Committee (DPCC) is a body that deals with pollution control in the National Capital Region of Delhi, India. It was established in 1991 by the Government of the National Capital Territory of Delhi under section 4 of The Water (Prevention and Control of Pollution) Act, 1974. Its mandate is to control water and air pollution in the territory. The DPCC has its headquarters at the ISBT Complex, Kashmere Gate, Delhi.
Areas of Delhi Pollution Control Committee
- The Delhi Pollution Control Committee (DPCC) issues consent to operate industry and a pollution certificate to the industry/establishment. The DPCC also monitors and regulates the discharge of effluents into the environment by various industries/establishments.
- The consent to operate can give for a period of five years and is renewable every five years. The pollution certificate is mandatory for registration of vehicles, issuance of driving license, fitness certificate, etc.
- The DPCC has been issuing pollution certificates to vehicles through its zonal offices since 1996, but the procedure it involves is cumbersome.
- The Delhi government has now decided to implement a centralized system for the online issuance of pollution certificates through its website, which will make the process easier for vehicle owners.
- The City Government has re-launched the online service of the Delhi Pollution Control Committee (DPCC) for issuing pollution under control (PUC) certificates.
- Now vehicle holders can get their PUC certificates from home by accessing this online system.
All industries located in Delhi shall have to obtain the consent of the Pollution Control Committee, Delhi (DPCC) for the operation of their units and for the discharge of the effluent.
Three Tier System
There is a three-tier system in place to monitor discharge from industries in Delhi. Tier-I has been allotted to the DPCC and it is responsible for monitoring all the pollution sources including industrial units, commercial establishments, institutional establishments, and vehicles among others.
Tier-II and Tier-III are responsible for monitoring groundwater, ambient air quality, and noise. These are carry-out by CPCB and DDA respectively.
What is the DPCC Consent certificate?
There are two sorts of DPCC consent. The Consent to Establish (CTE) certificate issued for the purpose of starting a business, such as building a factory, installing machinery, and so on. When the business is completely operational, the Consent to Operate (CTO) certificate is issued after the Consent to Establish (CTE) certificate.
Who requires a Delhi Pollution Control Certificate?
In Delhi, industries that deal with pollution have to obtain consent certificates from the Central Pollution Control Board (CPCB). The Delhi Pollution Control Certificate is issue for an industry or a project that has not been classified as heavily polluting.
The Pollution Control Certificate is required by:
- An industry handling or generating biowaste or industrial waste
- An industry that generates sewage
- The industry that generates noise pollution
- Any industry operating under the Air Act or Water Act
- Industries dealing with noise pollution, such as hotels, clubs, and hospitals
What is the procedure for online application for Delhi Pollution Control Certificate?
The procedure for online application for DPCC is:
- The applicants have to apply online on the DPCC website.
- The applicant has to get an individual user id and password from the department and submit their application through the portal.
- The applicant has to fill in the details of their company/firm/industry and
- Attach the required documents as per the checklist mentioned on the website.
The documents required are:
- Application form
- Registration certificate of firm/company, etc.
- NOC of Delhi Fire Service, if applicable
- NOC from Delhi Jal Board, if applicable
- Copy of Building plan approved by competent authority (MCD/NDMC), if applicable
- Environmental clearance, if applicable
- Copy of latest property tax receipt, if applicable
- Copy of Consent to establish under Air Act 1981 or Consent to Operate under Water Act 1974 or NOC for Bio-Medical waste issued by CPCB under Biomedical Waste (Management & Handling) Rules 1998 or NOC from Petroleum & Explosive Safety Organization (PESO), if applicable
